First session starts, 5 bills filed

The Freedom of Information (FOI) and Angkas bills were among the first measures filed in the House of Representatives on Monday as lawmakers began submitting their pet bills on the first day of the 18th Congress.

Cebu Rep. Raul del Mar submitted four of the first five bills, including House Bill (HB) No. 12 or An Act Strengthening the Rights of Citizens to Information Held by Government and HB 13 or An Act Allowing the Use of Motorcycles as Public Utility Vehicle.

Del Mar also filed two local bills– HB 11 or An Act Creating Mega Cebu Development Authority and HB 14 or An Act Providing for a Light Rail Transport (LRT) or Metro Rail Transport (MRT) or Monorail in Cebu City or Metro Cebu.

Albay Rep. Edcel Lagman filed the fifth bill for the day, HB 15 or the Human Right Defenders Protection Act.

Congress will officially open on 22 July before President Rodrigo Duterte delivers his fourth State of the Nation Address (Sona).

The lawmakers will also elect the next House leader on the same day. For the meantime, the secretary-general will serve as acting administrative Speaker while Congress is still in transition period.
