A bill seeking the creation of an investment and infrastructure coordinating hub in Central Luzon will open up opportunities that will spur development in the region and the whole country, Senator Richard J. Gordon said.
This after the passage on third and final reading last Monday of his Senate Bill No. 1997 or the Regional Investment and Infrastructure Coordinating Hub (RICH) of Central Luzon, which aims to bring in jobs and capital to the region and help decongest Metro Manila.
“With this bill, we will maximize the use of physical infrastructures, legal infrastructures, and available natural resources to attract investors, local and foreign, into the region. There are plenty of idle lands in Central Luzon that we could put to optimal use as zones for investment, industries, factories, tourism, even improved agriculture or housing for employees, for schools, hospitals, churches, supermarkets and others. Kailangan lang mayroon silang masterplan para kapag lumakad ang mga local government employees para ipromote ang rehiyon, mayroon silang mabibigay na choices sa mga investors,” Gordon said.
“Dadami ang trabaho. At dahil may incentives kapag gumawa ng pabahay para sa mga empleyado, magkakaroon ng quality life dahil may oras na sila para sa pamilya. Dahil hindi na sila magbibiyahe ng matagal para pumasok,” he added.
Gordon noted that with the country having the right population age, with a big chunk of the population belonging to the labor force, an educated labor force could produce more and better products. “This would foster further economic development,” he said.
Gordon added that another key goal of the bill is to decongest Metro Manila, by dispersing industries and people to Central Luzon.
“With housing provisions near the workplace for employees and their families, people can now bicycle to work while their children can bicycle to school. Metro Manila will be decongested and will have a shot at urban re-development,” he said.
The senator stressed that SBN 1997 will be the template for similar bills to replicate RICH in other areas in the country.
“This will be a model for the rest of the country. RICH could be replicated in other parts of the country. I will also file similar bills for clustered regions in the Visayas and Mindanao, and even in Northern Luzon,” he said.
