Three dead in Cebu jail ambush

Two jail guards and an inmate of the Cebu Provincial Detention and Rehabilitation Center (CPDRC) on their way to a court hearing at about 9 a.m. on Thursday were killed in an ambush at Sitio Unit 5, Barangay Kalunasan in Cebu City.

Killed on the spot were Prison Guards Joel Teves and Bernie Bayutas and inmate Jeffrey Fer Peregrino. Two assailants with high-powered firearms open-fired at the jail van.

Witnesses told media they thought it was only a teleserye (TV series) film shooting as the CPDRC site is usually used for location shoots. It soon dawned on them it was real as the victims shouted for help.

Peregrino, a suspected drug lord, was reprimanded repeatedly for having in his possession cash and the illegal substance shabu particularly during greyhound operations.

Cebu Governor Hilario Davide III, who went to the crime scene yesterday, revealed that both Teves and Bayutas are being investigated for allegedly being involved in illegal drugs trade within the detention facilities.

Witnesses told media they thought it was only a teleserye (TV series) film shooting.

Davide on several occasions had reshuffled the center’s officers and personnel. At least two medical staff of CPDRC were already dismissed from service while some were forced to resign or retire as efforts to “cleanse” the jail institution went underway.

CPDRC is managed by the Cebu provincial government, the plantilla items of which are paid by the province and not by the Bureau of Jail Management and Penology.
