WHY pay people who do nothing as members of the Sangguniang Kabataan (SK) and councillors of the country’s barangays?
House Speaker Pantaleon Alvarez raised this question yesterday as he batted for the abolition of SK and barangay kagawad posts during an interview by media men in Tugna, Leyte.
Alvarez said the posts are a waste of government funds as those who occupy them practically do nothing in terms of actual public service.
President Rodrigo Duterte has called for the resetting of the SK and barangay elections set for October this year.
But Alvarez’s latest pronouncement showed a shift in the administration stand now in favor of abolishing SK and the barangay kagawad posts.
In an interview in Tunga, Leyte Saturday, Alvarez said the proposed abolition was part of the Duterte administration’s efforts to rationalize the functions of government officials.
“We are considering abolishing the SK. Kasi ‘yung SK, kung pilitin mo yan na magtrabaho bilang SK, hindi yan papasok sa eskwelahan,” said Alvarez.
“At kung pilitin mo yan na pumasok sa eskwelahan hindi rin yan magtatrabaho bilang SK. So, sumusweldo yan na wala namang ginagawa,” Alvarez added.
The leader of the House of Representatives stressed that the youth sector is already well represented in the lower house.
As to the kagawads or councillors, Alvarez said they should be replaced with purok leaders.
“Sa totoo lang hindi naman talaga nagta-trabaho ito (kagawads) e. Ang nagta-trabaho yung barangay captains,” said Alvarez.
“Alam mo sasabihin ko ito kahit maraming magalit sa akin na barangay kagawad. Kasi nga ayusin natin yung ating bansa. Kailangan nating baguhin,” he added.
“Ang proposal ko diyan imbes na barangay kagawads yung mga purok leaders. Yun ang dapat: barangay captains, purok leaders, piliin. Kasi sa totoo lang sa isang barangay ang nagtatrabaho talaga yung mga purok leaders,” Alvarez added.
